The LSSP is a Licensed Specialist in School Psychology. The LSSP is responsible for conducting psychological evaluations for students suspected or already identified with Emotional Disturbance (ED) and Autism (AU) or Autism Spectrum Disorder (ASD). In addition, the LSSP assists in the identification of Attention-Deficit/Hyperactivity Disorder (ADHD) if the condition is not already known at the time of referral.
The LSSP will complete the emotional/behavioral, conclusions, and summary components of the FIIE or FIE in the FIE Writer. The LSSP will attend the ARD/IEP Committee meeting to review and interpret results of the emotional/behavioral component as well as conclusions and recommendations of the FIIE or FIE, when a psychological evaluation is conducted.
What to Do
Consent for Full and Individual Evaluation and Psychological Evaluation Reference: TEC§ 29.0041 Information and Consent for Certain PsychologicalExaminations or Tests
Before obtaining the parent's consent for the administration of any psychological examination or test to a child, HISD shall provide to the parent: • the name and type of the examination or test and • an explanation of how the examination or test will be used to develop an appropriate individualized education program for the child.
If the district determines that an additional examination or test is required for the evaluation of a child's need for special education after obtaining consent from the child's parent, the district shall provide the information described above to the child's parent regarding the additional examination or test.
The time required for the district to provide additional information to the child's parent may be counted toward the 45 calendar days for completion of an evaluation. If a parent does not agree to the additional examination or test, the parent's consent is considered revoked for the entire evaluation.
Sources of Data for the Emotional/Behavioral section of the FIIE/FIE Reports
The emotional/behavioral component of the full and individual initial evaluation or formal reevaluation includes the following data, as needed: • review of records (i.e., Chancery Student Profile, attendance, discipline, special education records, etc.) • school-based observations in various settings • clinical interviews with teachers, parent/guardian, and student • objective measures/rating scales • self report scales • projective measures and techniques
Procedures Involving Private Evaluations
If a parent of a child with a disability of AU or ED shares a private evaluation with the district, the LSSP must review the report to determine if any additional data is needed or to consider if it meets district criteria. If no additional data is needed, the LSSP and evaluation specialist must incorporate the evaluation data into an FIIE report and the emotional/behavioral section of the FIIE report, which must cover all required areas.
The LSSP will MDT the FIIE and complete the out-of-district FIE report in the FIE Writer with the evaluation specialist. If only the diagnosis of ED or AU is involved, the LSSP will schedule and attend the ARD/IEP Committee meeting. If the diagnosis involves ED or AU as the primary disability and any other disability conditions, the evaluation specialist will schedule the ARD/IEP Committee meeting and the LSSP will attend the meeting with the evaluation specialist.
If additional information is needed, the LSSP will obtain informed written consent from the parent(s) and the LSSP and/or the evaluation specialist will complete the appropriate evaluation for a full and individual evaluation and/or the emotional/behavioral component of the evaluation. The LSSP will complete the emotional/behavioral, conclusions, and summary components of the FIIE or FIE in the FIE Writer. The LSSP will MDT the FIIE with the evaluation specialist. If only the diagnosis of ED or AU is involved, the LSSP will schedule and attend the ARD/IEP Committee meeting. Procedures Involving Transfer Students
For a child with ED or AU documentation transfers from another school district or state where the student has been in special education, the LSSP and the evaluation specialist will review previous evaluation data to determine if district criteria are met. If the evaluation data is current and does meet district criteria, the LSSP will complete the out-of-district FIE report in the FIE Writer with the evaluation specialist. The evaluation specialist will notify the campus special education chairperson of the decision and neither the evaluation specialist nor the LSSP are required to attend the ARD/IEP Committee meeting.
If additional evaluations are needed for transfer students identified as AU or ED, the LSSP will obtain informed written consent from the parent(s) and complete the psychological evaluation components that are needed in the FIE Writer (i.e., emotional/behavioral, conclusions, and summary). The evaluation specialist will complete any portions of the full and individual evaluation that are needed. The LSSP will MDT the FIIE with the evaluation specialist. If only the diagnosis of ED, AU, or OHI (based on an LSSP diagnosis of ADHD) is involved, the LSSP will schedule and attend the ARD/IEP Committee meeting. If the diagnosis involves ED, AU, or OHI (based on an LSSP diagnosis of ADHD) as the primary disability and any other disability conditions, the evaluation specialist will schedule the ARD/IEP Committee meeting and the LSSP will attend the meeting with the evaluation specialist.
Initial Evaluation Procedures for Psychological Evaluations
The evaluation specialist assigned to the campus serves as the case manager for students referred by the campus Intervention Assistance Team (IAT). If the referral was for a student suspected of having attention-deficit/hyperactivity disorder, emotional disturbance, or autism/autism spectrum disorder (AU/ASD), the evaluation specialist schedules an MDT meeting with the LSSP to review the referral data to determine the need for a psychological evaluation.If the MDT determines that a psychological evaluation is needed, the LSSP must meet with the parent(s) to obtain informed written consent from the parent before conducting an evaluation. In this case, the LSSP will:• contact the appropriate school personnel to schedule interviews with parent(s) and teacher(s)• observe the student in various school settings and evaluate the student• complete the emotional/behavioral, conclusions, and summary components of the FIIE in the FIE Writer • attend the ARD/IEP Committee meeting to review and interpret the results of the emotional/behavioral component as well as conclusions and recommendations of the FIIE.
If the MDT determines that a psychological evaluation is not needed, the evaluation specialist will complete the FIIE report and attend the ARD/IEP Committee meeting to review and discuss the MDT recommendations and interpret the results of the full and individual evaluation.
Note: A copy of the MDT results must be placed in the special education eligibility folder.

At the beginning of the school year, each LSSP is responsible for compiling the list of students needing reevaluation for emotional disturbance, autism or autism spectrum disorder, within the school year. The LSSP should review folders and/or the EasyIEP query to determine students needing a 3-year reevaluation for the school year.The LSSP coordinates the reevaluation procedures with the department chairperson and the evaluation specialist assigned to the campus to ensure that the appropriate reevaluation forms and required documents to address the emotional/behavioral components are collected for review. Additional data required includes the student’s Chancery Student Profile or transcript, anecdotal records, discipline records, letters of suspension, behavior documentation forms, medical records, etc. The LSSP and the evaluation specialist will review collected data to determine if a formal evaluation is needed .
If the MDT determines that a formal evaluation is not needed, the LSSP and evaluation specialist will complete the appropriate components in the FIE Writer. If only the diagnosis of ED, AU, or OHI (based on an LSSP diagnosis of ADHD) is involved, the LSSP will schedule and attend the ARD/IEP Committee meeting. If the diagnosis involves ED, AU, or OHI (based on an LSSP diagnosis of ADHD) as the primary disability and any other disability conditions, the evaluation specialist will schedule and attend the ARD/IEP Committee meeting.

For the purposes of Section 504 eligibility, a medical doctor's confirmation of a disability is not required.The Section 504 committee makes the eligibility determination based on the results of the Section 504 evaluation. When the campus IAT suspects a student of a behavior-based disability and makes a section 504 referral, the LSSP may collect data associated with the characteristics of ADHD/ADD to rule in or rule out the disability. The clinical interviews, classroom observations and other data that support ADHD/ADD or rule out ADHD/ADD may be presented to the Section 504 Committee for an eligibility determination, without the confirmation of a medical doctor. Should the parent already have a current diagnosis of ADHD/ADD from a medical doctor then this information may also be used for a Section 504 eligibility determination.
